Visa trouble

So here is my problem. I applied for a work visa in Shenzhen in January. The police were supposed to come see me at work before they can approve it. They never came. My coworkers went for me to ask why, 6 times, but they were just told to go back to our company and wait till they come. We went together yesterday to the police and they were surprised it took this long.
