Graft may be blamed for fire at nightclub

Illegal mining, operational irregularities, neglect of safety measures and the government's failure to carry out its watchdog role were to blame for nine major incidents in the past nine months, with the deadliest killing as many as 271 people, according to the State Administration of Work Safety.
