ALL 26,000 cab drivers in Shenzhen are required to sign a letter of commitment within a month, promising not to refuse passengers during peak hours, according to the city’s transport bureau yesterday.
They are forbidden to change shifts or refuse to take passengers during the rush hours of 7 a.m. to 9 a.m. and 5 p.m. to 7:30 p.m.
“Cabbies refuse passengers because they have to turn their cabs over to the next drivers in time, otherwise they have to compensate the second drivers,” said Xu Chaojun, a day-shift driver of Xihu Taxi Service Co. “If I advance the time for shift change to 5 p.m., my night-shift partner will lose 100 yuan (US$14.7) a day. I’m not sure if he would agree to that.”

I know it must be difficult to arrange working schedules to accommodate all the taxi passengers, but I know the passengers appreciate it.
