Shekou Traffic Lights

Does anyone know what was going on with all the traffic lights in Shekou this morning??

They were all off and it was absolute chaos on the way to work and the the police of course were useless.

I just took my driving test and I had to learn a lot of police hand signals for when they direct traffice in these situations.

I don't think any of the police that were standing around at the intersections chatting with each other have learned these though.
